Not true, and also there would be no public sector without the private sector. The public sector, lives off the private sector. Its a symbiotic, mutually beneficial relationship to the extent that it provides for keeping the peace, and providing a few important, public (non-rivalrous and non-excludable) goods. Its a parasitical relationship once governments grow to the size that they are now.
