Yes, even though the prices on houses declined the rate per $1,000. established by the County Boards of Supervisors increased.

So home owners were getting a double whammy----------a decline in market value of the property as the real estate taxes dramatically increased.

So now the County Boards looked at how to keep the government afloat----------- the answer was, to increase the pro-rata per $1,000. significantly higher to make up for the loss in tax revenue due to declining housing prices.
