If the person has an insurance, they will get care. However, there are penalties for breaking the law. I don't think one should get healthcare if one doesn't have insurance or can't pay.

EDIT: That is a problem with the govt giving people rights such as healthcare. First they give it to you as a right and then have others pay for it. Humbug! None of the rights granted in the constitution/bill of rights infringed upon the property/monetary rights of others. Now, they do that all the time. That is a shame.
