Local unions can ask all they want - but if the money is not there

Bob,

The union "leadership" will do what it always does, sacrifice the newbies to retain their privileges. They will accept layoffs to preserve the benefits of those with seniority. Then they will count on public outcry about reduced police and fire to restore the budgets.
