Did they file taxes last year?
The IRS should file a criminal referral against them.

Also, are they here legally? Let's see their I9 forms. They need to be apprehended, put into a holding cell and then deported.

Their parents need to be charged by child welfare agencies for not sending them to school. And abandonment.
