Was it in the 6/14/2011 NYS DEC Air Facility Permit:

"Two test runs were performed at a process feed
rate of about 1,000 pounds/hour using virgin polypropylene
plastic for Run 1 and a mixture of virgin high density and
low density polyethylene plastics for Run 2."

Or, was it in the 10/20/2010 response to SEC inquiry of 9/28/2010:

"In summer 2010, Conastoga Rovers & Associates, and the NYDEC were able to agree on a date to conduct a stack test. The stack test was conducted using plastics consistent with what we would be operating with (ie: non-virgin plastic). "

Both statements can't be true.
