Yes, pre-1950 who would have seen this coming? However, I think, but am not certain, the California Canal system and its water allocations arose about the same time the first stirrings of environmental consciousness hit California.

I would be for some kind of eminent domain/compensation rights for farmers whose plans predated the law. Would like that fishermen whose ocean Fishing rights are being restricted to save species also. If we want to save animals I think the way to fairly do it is have all of us contribute thru taxes paid to the government (which pays the eminent domain ) and not just one small economic interest bear the burden.

Eagles were in CA before humans built windmills at Altamont. Now the windmills are killing enough eagles, they'll eventually die out in that section of CA. For some reasons, there's no lawsuits that have stopped the windmills.
