IPM on behalf of their share holders paid Bateman to provide a service. Once IPM received the report from Bateman and paid them, they are free to use any or all of the report as they see fit as long as they quote directly from the report. The only reason for Bateman to be involved in the press release at all is if IPM is releasing information that is drawing conclusions from the report or using some other interpretation of the report. If Bateman came up with higher recovery numbers and they say so in the report, IPM can release this info. with or without Bateman's approval. Why doesn't IPM just release the whole report? Then there won't be any question or speculation as to what it contains. Seems simple enough to me.
