I worked for the government for 25 years, probably averaged 80 hours a week and was underwater away from family and friends for the equivalent of 11 years, during which time I could only receive six 28 word family grams for months on end. The pay was poor, working conditions crowded, high pressure on performance, no privacy and little sleep. I loved it, because I believed in what we were doing. I knew it was important, because I saw first hand how massive the Soviet Navy was compared to our fleet. So we beat them with better training, better technology, higher motivation and better tactics that kept us stealthy.

It never occurred to me to whine and protest about pay, working hours, living conditions or health care benefits. Unlike teachers who work 9 months a year, and have better health care and better retirement benefits. Therefore, my conclusion is they really don't care about children receiving a great education. If they cared, they would teach longer hours and whine less.
