California is a wild card, OXY has tied up huge amounts of acreage where nucleated oil from shale could tip the entire oil complex into surplus....OXY has the edge by way of leasehold acreage, to make CA, the #1 oil producer....surpassing even TX.....If Gov Brown succeeds, Oil will become CA biggest Export, Japan, China S Korea, would be the beneficiaries....... . Clearly, should CA drive to complete this potential, the maneuver would be seen as a real coup. off everyones radar, bogged down by unfriendly gov micro management, OXY is poised to go on an end run.....which would counterprogram other agendas with current momentum.
