ATM on top of frame-relay network as core backbone is the way many carriers will implement. The fact that Ascend(Cascade) is the leading vendor in FR network may help their grasp on the ATM too. It depend on how their marketing to execute. Do you know how difficult to monitor two different FR/ATM network by using two different network management tools from different vendors? You don't want to double the resources to manage the same network configuration. This scenario is different from two independent ATM and FR netwroks.
