How about waiving the Union only rules for Federal Jobs programs, come on the balls in your court here.

And why don't we keep track of how much in unemployment benifits we pay out to a social security number and add on a 10% surtax on future earnings until they pay back what we "loaned" them.

The reasons for strong disagreement is not so much that people are not pragmatic (although that's part of the problem, but to the extent people aren't pragmatic, how are you going to change that?), its more that different people have different, sometimes opposite, ideas of what type of actions are pragmatic. You can't even just jump in the middle and say that's the best. It might be no better, or even worse, than either alternative, instead of having the benefits of both ideas you might have the drawbacks of both.
