There quite literally is no rational explanation for the decision -- other than it being a decision to sacrifice sorely needed jobs and oil resources in exchange for some political appeasement of his base. So, he SHOULD be harshly treated WRT to the decision. The Rs SHOULD roll over him about it. And I think the eventual nominee will do just that.
