I don't think the goal of universal health care is to restrict access to other private plans even if you have to still join the universal plan.

Generally not, but Canada has heavily restricted private insurance, and the UK has tried to disallow publicly paid (NHS) treatment for someone who is receiving extra care for the same condition paid for privately. There are probably examples in other countries as well.

I know that there are provisions in the bill that taxes cadillac plans. But I am not sure if you can go outside the system. I think even the cadillac plans have to be approved by the government.
