That's an overreach. If someone slanders you, everyone still has a right to comment on that slander. Trying to force down the commentary is a heavy handed threat to free speech. Also it will almost certainly be an ineffective one. Even trying to force down the document itself is a futile overreach. They could sue for libel, or take some other form of action against the people who produced the document (if they can be identified), but once its out there, the only thing they can reasonably do against the false document and comments about it, is point out that the document is indeed a fraud.

In fact (except to the charge of libel), the document being a fraud would be a defense of efforts to take it down, since if its fraudulent then it isn't actually intellectual property of Heartland.

Also even if they where legally in the right to take it down, trying to do so would only draw more attention to it.
