A Federal agency set up to make sure operating outside of Canada is almost as impossible as operating inside Canada. It just can't get much stupider than that. Surprisingly the best mining jurisdiction in Canada to operate in is NDP Manitoba. It takes about two weeks to get a work permit here as opposed to 2 - 6 months in right wing Saskatchewan.
