There was great dissent within Nebraska over the pipeline routing. Many conservatives were worried about a new pipeline traversing the greatest source of irrigation water for land which might be arid if not irrigated. The state of Nebraska called a special session of the Unicameral to address regulating the Keystone Pipeline to reroute it.
