Now explain to me why is should be lumped in as a contraceptive and forced to be covered by Presidential edict. You're asking the wrong person. I would not think that it should be so lumped. I can only guess at why it was. Do you believe that Obama has the Constitutional authority to dictate behavior and business by pronouncement? Depends upon the behavior. He has the authority to issue executive orders and rules. There are established procedures for those. Rule making, which I assume this is, is constrained by the law the rule is implementing. There is limited leeway.
