I have not read PPACA but I expect that what is being put forth now is a proposed rule that derives directly from the law. What is going on now is not some new "edict," just the implementation of what is already the law. The rulemakers are charged with coming up with implementation procedures. They're not making this up out of whole cloth. The problem is the law, not the rule. Treating it like it's some weird tangent the Administration went off on is not constructive. There's no way to change the rule to make it acceptable when the law is not acceptable. The only way to fix it is to undo the law.
