They need to go back but this time walk in small circles or go back and forth praying. Apparently, stopping and remaining in a certain position in front of the WH can be construed as a possible threat, such as preparing to use a firearm, even though profiling them would not lead them to believe that. They should simply avoid that issue so that if they pray while moving and are then arrested, which actually seems unlikely to me, then we can know it is for praying.
