That is just a simple fact, related to several different reasons:

1) "It's only pot"

2) Easier availability

3) Less Expensive

4) Overall exposure is greater

5) Too many refuse to heed the warning it can lead to harder drugs

You're 100% correct. Maybe that's why he can't acknowledge it! LOL

It's one of those "everyone knows it" kind of facts.

This "fact" is pure propaganda.

Where does every human "begin" with anything at all?

Does air contribute to heroin addiction? Yes it does. Without air, heroin addiction could not exist.

It is silly to try to claim air is responsible .. Just as it is silly to lay the blame on cannabis.

You can look at ANY moment in the life of a junkie and say "there it is!!" Without one shred of evidence.

Not one iota of evidence.

Pure conjecture accepted as fact.

You could grab cigarettes. "The vast majority of heroin addicts have tried cigarettes." That doesn't make this true:

"Cigarettes cause heroin addiction." See what I mean? This is a false statement. Misleading.

You may say "90% of people that tried cigarettes went on to try heroin." An obvious false statement.
You may say "90% of heroin addicts tried cigarettes before they tried heroin." A true statement, that doesn't help get you where you want to go. 100% of heroin addicts have had mothers. That doesn't make mothers the cause of heroin addiction.

Both things happen. That doesn't make those things related.

The statement that cannabis causes heroin addiction is false. Both things happen. That doesn't mean they are related.
