I don't think I agree with the part about it being better to compel provision of goods or services, then for the government to pay for them. (It said "provide them itself", but I assume it would just be paying for them, we are not going to set up government contraceptive factories...) The former can put all the burden of public policy on fewer people, and, amounts to more compulsion, plus its constitutionally dubious (at least if your talking about the federal government).
