I would get behind that in a nanosecond, although there would be debates about what that "minimum level" would be. I would also include a catastrophic element to that plan, so that we wouldn't have these stories about people being bankrupted by medical conditions.

These comments about mandating eating or exercise completely miss the point. Insurance is being mandated so that people will be healthy, no more than liability insurance for autos is mandated in order to make people better drivers. It is being mandated so that people won't be free riders on the medical system, raising costs for everyone else and for society at large. That is the only way insurance can work--most of the people paying for it at any given time won't be using it. In fact, one should hope that insurance is a lousy "investment" for themselves; that means that they were never sick enough to use it very much. People who actually do use it enough to make it a "good investment" would be glad to trade places with the others.
