Of course there is logic. The lower rates for long-term capital gains dates back to about 1920, and the rationale for it couldn't be clearer: lower LTCG rates cause economic growth. Period. In addition, capital gain income is not in any way similar to earned income; one is earned on an annual basis, the other is earned over a period of years.

That is why pretty much every congress since 1920 has reaffirmed the favorable treatment. You say someone "lobbied" for it. Who? Every homeowner in the country (who not only gets favorable capital gains treatment, gets a ZERO rate under certain circumstances)? Every business owner? Every pension beneficiary?

You really don't understand these issues and they are complicated. If you want to really invest a few years in learning about taxation, go for it, and come back and we'll discuss it.
