(My note: There's not a thing in the world unconstitutional about this. However, "mandatory" is a bad choice of words. No one would be forced to be tested; you just don't get the money if you don't.)

I would bet Wyoming, Montana and Idaho are on that list.
I don't know why random drug testing, for a specific purpose/benefit, would not be legal. The military has required the tests for decades.
