A couple I know recently returned from a few weeks of doing missionary work in China. One of their comments was "No matter what city we were
in you could see contruction going on in every direction you looked."

The building going on is basic infrastructure; roads, electric plants, public works, housing, manufacturing, etc. The computers are a necessity. Stone employs many programmers working on items such as electronic "value added tax" registers for stores, internet for communications, etc etc. Modernization is a long term project.
Chinese history goes back hundreds, if not thousands of years B.C.
I personally am confident that the recent hiccup in the markets
has altered their plans one bit. It is too brief, too insignificant
especially when compared to many of the other occurences in China
over the centuries.

(Besides, how often is Andy Grove wrong?) <g>
