Confusion about the new modems has limited their sales to less than 30 percent of all modems sold in 1997, Ms. Pilgrim said. "Modem companies are having a tough time this year," she said. "Across the board, they're losing money. I think we're going to see more consolidation."

Ms. Pilgrim said two tactical maneuvers had added to the modem manufacturers' problems. First, they deeply discounted their 33.6-kilobit modems, and savvy consumers can buy these from name-brand companies for as little as $50, compared with $150 to $250 for 56-kilobit modems.

Second, manufacturers pushed 56-kilobit modems in package sales with computers. Those sales are typically made at very low profit margins.
