The state wants that 54% to buy votes. They handover your money to non-working people so that they vote to keep them in power.

Not entitlement possible = No longer be vote buying.

Same above applies to subsidies of all kinds. Same result.

But they will go to the streets protesting the end of subsidies and entitlements Guaranteed.
