Hillary had a problem passing the exam. But passing the exam is just step one. The bar also scrutinizes candidates for "character and fitness." It's the bar's attempt to weed out bad characters at the front end. In some states (like Utah), they won't admit you to the bar if you have too many speeding tickets. Seriously. Things like distorting facts or exaggerating in a Congressional hearing might be enough to sink her in some states.
