From Anatoly Lunacharsky's education decree, October 26, 1917:

"Theological instruction for individuals over eighteen years of age who are able to discuss religious questions intelligibly can be authorized in special establishments opened by permission of Soviet authorities ... Collective teaching and isolated relations with young people under the age of eighteen, no matter where carried on, will be prosecuted with all the rigour of revolutionary law."
