Did the instructions tell how anyone would tell a Democrat from a Republican within each Pct? Both could have come to the Caucus....and presumably voted by signing their names and addresses to the sheet.... Are caucus'es supposed to be 'closed'...or are they open to anyone no matter who ...? Just a bunch of questions, and no answers as yet....
