Depends on the perspective. From an insurance company perspective, what they're doing makes sense because it increases their range and coffers.

I agree. I was really thinking in terms of what would reduce overall costs of the system.

While I have no vendetta against health insurance companies and I believe they serve an essential purpose in the health care finance arena, every dollar we add to their operating costs has to be offset by revenue in the amount of $1 + x%.

Of course, if you're going to limit their profits anyway, as Obamacare would do, maybe not ;)
