Does not everyone know that Canadian oil that reaches the coast will simply be exported. That is why the southern section will only go to GOM refineries now. New heavy Canadian crude will have to compete in a Dutch auction with Venezuelan and other crudes-lowest price gets the sale. THE only way Canadian producers will get world pricing is if they build a pipeline to a Canadian coast.
