Because they don't produce vehicles they can't sell. Which is why they have shut down the plant. It is a POS. As the facts have come out the damned thing is more expensive to drive than a gasoline powered car and that is after taxpayers pay for 1/4 of the outrageous cost. This is what happens when the government tries to run an auto company.
