Eric,
The short answer is yes, I believe. I assume that there are still shorts left over from the old Alberta days. Until the stock is on a full exchange it remains in a gray area. I would assume that the market makers can short. There is also a lot of stock held in street name so while I doubt the average retail investor would be able to short the stock I am certain that professionals can arrange to borrow stock to short if they wish. There is an informal market for security lending that would facillitate this.
