with revenues and net income declining and a p/e of 46, don't you think this stock is more likely over rather than under priced!

STII is a perennial ne'er do well. It will make a run and then drop like a bomb. Sometimes I'm convinced that management doesn't try to look at their markets with the "what if it doesn't work out" perspective and then design a counter strategy. Other times I'm all jacked up on management's ability to steer a great course. You have to keep in mind that this stock tends to be a trading vehicle only, because the cyclicality of hardware is always nearby to nip you.
This is evident in the long term chart, which to my chart pattern tea leaf reading, implies a 5th count Elliot to 35, a topping in that area, and a nasty crash with all the other techs (including mine) at the end of '98.

HLIT is interesting. A narrow focus but you'd get a pretty good run. I don't see here an investment grade idea. You'd have to buy cheap and sell. Ugh, trading.
