No. They simply gave no credence to a statement made by Paul Amsellem, the then new GM of Nokia France, who in a November interview with a French tabloid said that Nokia would have a tablet running Windows 8 in June 2012. Nokia PR spokespeople immediately stated "we have not announced any specific plans as it relates to tablets." Elop has stated on several occasions that Windows 8 will "change the dynamics" of the tablet market, and that there was a "new tablet opportunity coming." He referred to 'Big windows' opportunities for the 1st time in the Q2 2011 earnings CC and it was a pretty broad hint that Nokia would be taking advantage of that opportunity at some time in the future. There has been no doubt in my mind for some time that they would do so, and that the Windows touch oriented future beyond smartphones was a driver of Nokia's decision to form the strategic partnership with Microsoft. DigiTimes rumor that Compal would manufacture initial tablets for them is both logical and credible.

BTW: Paul Amsellem, a 'mobile marketing expert' unceremoniously left Nokia in January after spending less than half a year with the company.
