There is a town in Arkansas of about 50,000 where no one wants to practice. White-flight is rampant, and crime -- including frequent drive-by shootings -- is out of control. White and black doctors have fled the area for more favorable conditions in surrounding areas. In that town the one hospital -- a large county facility -- routinely pays Middle Eastern doctors to locate there. To get these physicians to move there, it is routine for the hospital to guarantee first-year net earnings of at least $200K -- in one of the lowest cost-of-living areas in the country (since the most expensive housing in the area is dirt-cheap). Not one in ten doctors in the city are American born. Without foreign doctors to pick up the slack this town would have no doctors at all. So, yeah, we have to steal doctors.
