The whole idea is to create a bunch of jobs building the pipeline and not to import ME oil. So there will be a balance and prices will stay the same.

how will it be used if oil prices drop too low

The Keystone XL is also an onramp for Bakken as well as other developing and developed fields in the U.S. In any case the profitability of TRP is only a concern for its shareholders.
