Of course, business is driven by the striving for profits. That they create jobs in the process is a positive externality. The exporting of refined products is mostly to Latin America where the economies are growing faster than their refining capacity. Though Shell's Deer Park TX refinery has been refining Pemex's crude and shipping the products back to them for decades. Ditto for the Venezuelan national oil company, except they own the refineries (Citgo).
