Ditto for the threat of more land for drilling and completing pipelines.....attack of the killer algae ponds just a mere few decades away, not so much.

The threat of a release may be as effective as an actual release in damping down speculation.

The promise of release may buy as many votes as the actual release.

speculation doesn't do any harm. the only thing it changes is the volatility of prices. the more speculators in the market, the smoother the prices change. if they manage to end speculation, you'll see a massive increase in volatility. and that won't be good.
