In the case of Pemex and Citgo, yes. I believe a few other national oil companies have ownership interests in refineries in the US also.

I see Petrobras, the Brazilian oil company, has a refinery in Pasadena TX. Also Motiva Enterprises is a joint venture between Shell and Saudi Aramco - they have three refineries in the US.

I don't know why I neglected to mention that Shell and BP are actually not American firms either. They're probably the largest foreign headquartered oil companies operating in the US.
