You don't have a separate charge for an aircraft carrier on your paycheck - you do for SS.

Which is pretty meaningless. Either way I'm paying for it in taxes. Taxes are taxes, and spending is spending. The spending isn't any less because there is a tax with the same name.

To pretend today that surplus does not exist

It not only doesn't exist, it never existed. A loan to yourself is not an asset you can call on. The taxes came in and the money was spent, there was never any actual store of wealth. And not that it matters but most of that spending was not on wars.
