No, medicare is multi-party problem. SS is republicans baby all the way. The reason is; they want to destroy it by defunding it. Democrats don't want to destroy SS - that makes no sense and runs completely contrary to the claims of republicans that it is a social program that needs fixing. Damn it! Have you not heard one word I've said? It's NOT insolvent and I never blamed Reagan. I tried to compliment him by getting it fixed for the long haul. The only way you get SS to be insolvent is if you pretend that the fix under Reagan was bogus. You then have to no only pretend that that fix was bogus, but then you have to pretend that all the SS taken out of your checks all these years wasn't a SS payment at all and was in fact income tax (despite what it says on your check). THEN, if you want to claim that SS is nothing other than a veiled hidden income tax, then you have to admit that all the people are paying taxes and that the lower income people are paying more taxes as a percentage than rich people are. The absurdity of that is mind twisting - and dishonest.

You can make a good case that the SS problem is purely the dems fault. FDR started the ponzi scheme. After that neither party had a chance to make it work, failure was a demographic inevitability.
