I believe the referenced paper was talking about 2 components of the overall speed:

1. Delay between the time when the CPU requests the info and the first bit is ready for transfer / or has been transferred.

2. The speed at which the bits are actually transferred.

Time for (1) does not substantially depend upon number of concurrent bits transferred between the memory chip and the logic chip.

With the above interpretation, the paper seemed logical to me.

The key point was that there are other alternatives and that RMBS would have to price its licenses such that those alternatives are less attractive than its own. Otherwise, competition will be in direct proportion to RMBS's greed.
