China National Petroleum Corp., the country's largest energy producer, has signed an agreement with the government of Sichuan province to set up a joint venture to develop shale gas, the state-run Sichuan Daily reported Thursday, without citing sources.

Several private companies will own stakes in the joint venture, marking the first time private capital is allowed to invest in shale-gas development, it said, without elaborating.

So far, CNPC has discovered shale gas in seven wells in Sichuan.

CNPC and Royal Dutch Shell PLC (RDSB) are already jointly looking for shale gas in China under a production-sharing contract signed in March.

Sichuan is expected to produce 2 billion cubic meters of shale gas a year by 2015, the newspaper said.
