I believe it is clear that Bush's pursuit of bin Laden effectively ended his ability to carry out attacks. I would agree that Obama got the photo-op of killing bin Laden. Except, of course, he didn't, because rather than properly interrogate him he ordered him shot on sight and dumped into the ocean.

I also believe the Iraq war began in the 90s, and continued throughout Bill Clinton's term because his balls were too busy to take time and eliminate Saddam as he should have.

That's not true, the hunt for Bin Laden went on unhindered even as we fought the Iraq war.

Maybe you can't walk and chew bubble gum at the same time, but the U.S. military can.
