I would start with massive infusions of money into head start 2.5 years and free pre school for every kid in the nation including breakfast and lunch. Half or full days. We need to educate the ghetto kids. Only way we can save ourselves. Start when they are young. What few understand is that most of the ghetto kids don't know how smart they are. That is the trick, to teach them how smart they are and then they will go for it once they understand they can do it and how to do it.
