Permian age was 290 million years ago.

However, one report I found states

400 ppm was typical of the Pliocene atmosphere some 3 million years ago. In that ancient 400 ppm world, sea level is estimated to have been 10 to 40 m higher than it is now

Why didn't your great extinction occur back then? After all, Humans were busy evolving from chimpanzees during that period.
