No it isn't. The rule doesn't say that decisions will be made collectively. It's about about using established legal procedures rather then having political leaders decide things in an arbitrary fashion. "Society" can't simply say your guilty and hang you, and government's powers are limited to what the law allows. That's the rule of law. Not the idea that everything is ok if its popular or if elected politicians push it.>>

True it is both, but you are right government cannot take our freedoms away according to the constitution.
